Quicksilver 13563Q3 is a quick-disconnect fuel line fitting that fits Force 40 hp and larger (1993 and newer), as well as Force 9.9/15/25 hp (1998) and all Mercury/Mariner outboards. It is designed for easy connection via a clip-on style disconnect and fits a fuel line with 5/16" I.D (8 mm).
